THE PSOE HAS NO WILL FOR NEGOTIATION

The Spanish Socialist People's Party sells an image of progressive and modern party, tolerant and open-minded, but reality has very little to do with appearance. As for the conflict between the Basque Country, this is, Euskal Herria and Spain, the PSOE has tried different strategies to overcome this conflict, but the Spanish Socialist People's Party has not been able to solve it.
One of these strategies has been "the so called negotiation"
When the PSOE mentions a negotiated solution the Basque Patriotic Left Wing has a very good reason to tremble. The concept of negotiation used by the Spanish socialists is very peculiar: the Basque patriotic left wingers have to choices, either to accept their thesis or else to be totally defeated. The experience of Argel in the eighties was very illustrative. As the agreements were not reached, the Spanish government representatives were promoted at a world level and the Basque Patriotic Left Wing suffered "the antiterrorist agreements"

The first Antiterrorist Agreement



This was the term used by the conspirators to name the antidemocratic alliance they practised for longer than a decade.

The objective was evident: to suffocate between the rest of the political parties the only social force which rejected the Spanish model of transition.

The promoter of the initiative was the PSOE which at that time was in the government of Madrid, Iruñea and the Southern West Basque Country; this initiative was known as the Agreement of Ajuria Enea ( the residence of the Basque President ).

The philosophy
of the agreements consisted in socialising the division of society between democrats (the ones accepting the monarchic transition) and the violent ones (this is, the Basque patriotic left wingers or the ones who had not submitted to monarchy).

The method:

To incorporate to that initiative the rest of the political forces by using persuasion.
Using coactions to get the adhesion of the most unwilling ones.
To provide with protagonism the most loyal collaborators, so that they would appear as the promoters of the plan. As for the Agreement of Ajuria Enea, the PNV was the one to assume the role of the most active collaborator. The at that time President of the Basque Region within spain, an obscure man called Ardanza liked to show off that he was the leader of that agreement; something which was not true, since the true leadership was in the hands of the PSOE.
To communicate to society a true and exhaustive information about the Agreement, its contents, its meetings initiatives...
To implicate society in the strategy: promoting groups which will give a hand in spreading the manipulative philosophy of the Agreement, financing and supporting their initiatives...

To imply the mass media making society known the philosophy of the Agreement and consequently getting the isolation of the Basque Patriotic Left Wing.

There is no need to say that even if they made a huge effort this strategy failed. The Basque Patriotic Left Wing did not surrender and the aggressors withdrew with no success.


The New Antidemocratic Agreement


The secret conversations which held the PSOE with ETA, the conviction that the armed band was in a bad situation, the impression that the armed struggle had no sense... gave the impression that the PSOE may had the intention of approach a negotiating process seriously.

It seems that it was some sort of mirage. The PSOE wanted to deactivate the armed confrontation but it did not want to assume the political root of the conflict. When it realized that both conditions were inseparable from each other, it did look for alliances that facilitated the exit from the problem. The PSOE had it very easy: as it has always happened, the PNV offered itself to cover the withdrawal of the Spanish Government, and at the same time harassing of implacably the Basque Patriotic Left Wing. The attack of the 30 of December in Barajas left the manoeuvre in the open: it was not easy to leave the table of negotiations only with the unconditional cover of the PNV. It was necessary to outline another more forceful strategy. Which? Then the already well-known one of the antidemocratic agreement.

Objective: To asphyxiate an irreducible and left-wing still resistant to the theses of the State.
Impulse: The PSOE announces publicly after the attack against Barajas that is going to reunite with all the political forces that accept their invitation to agree a common strategy against the Basque Patriotic Left-Wing.
Philosophy: The already well-known one: to isolate the Basque left-wing denying to it its civil and political rights and by means of the rigorous application of the Law of Political Parties.
Method. ·
Unlike in the previous siege, by not to announcing the reached agreements and by following a common strategy, but without explaining which strategy is going to be followed and not materializing it in a document: "implicit pact". ·
By counting on the combined collaboration of all the allies to justify the fascist policy of illegalizations
By passing on the victims themselves the responsibility of the ilegalización: exculpating the ones responsible for making them illegal, presenting the mobilizations by the Basque Patriotic Left Wing like "raids", "circus", "extravagances", "victims with electioneering aims".... ·
By transmitting that the left-wing's social project is at an end and that, regardless of the electoral scene, the society has given the back to it. ·
By going ahead of the events "making society ready for the worst thing" in the sense that, the violent ones, not being able to impose their exigencies, will kill again. ·
By recalling ETA's victims and scandalously omitting those caused by the State.

At the moment they have not activated initiatives to imply civil society in this new siege. Even if so, they are using to the maximum all the means they have to orchestrate a gigantic a harassment against the Basque Patriotic Left Wing. According to all it seems that they will take the things to the end to force the Basque Patriotic Left Wing to surround: if it does not accept the deal, it will be private of its right to participate in the next elections. The Basque Patriotic Left Wing has not surrounded: it has been able to gather almost 85,000 signatures in order to promote the popular candidacies. It has counted with more than 10,000 people ready to conform the different lists. It is in a strong situation, but it has to make a huge effort in order to resist the combined siege that the PSOE has started up. We trusted that it will also overcome this new obstacle.
