FORUM FOR NATIONAL DEBATE, BUILDING THE COUNTRY ON THE BASIS OF JOINT WORK

On November 24, the Forum for National Debate held their yearly meeting. 150 people for different origins brought the analysis of the Basque Country up to date and settled on the strategies to follow as a nation for next months.

The origin of the initiative

The Forum for National Debate was born on 2003 to fulfill an important lack: there was not a forum open to the citizens who identified themselves with the project of the country, so there was a need for a forum to discuss and to work together. A plural and independent group of people start the work by making a diagnostic of our national reality. This diagnostic was very helpful to detect our potential as well as our weak points from the point of view of a common aim: to guarantee the survival and development of the Basque nation.

This shared effort reached important objectives: the very consolidation of the Forum was already a positive achievement. The diagnostic of the Basque nation is the most comprehensive made till now. On the other hand, the creation of the Forum was a shot in the arm of everyone in a moment where the ambiance was defeatist as a result of the surge of ilegalizations the government of the PP was doing in the Basque Country.


Main action lines

From the very beginning were combined several action lines adapted to fit in with the different factors depending on the socio-political context. At the same time, these lines were provided with means to in order to make possible to reach the aims: a democratic overcoming of the conflict (Basic Democratic Agreement), to deepen the national construction (Assembly for National Development), social claims (Milakabilaka), and international work (Friendship, aiming to commit the European Parliament to the settlement of this conflict).


Contributions of the different meetings of the Forum

Once the initial diagnostic was made, it was time to start a joint work. The 2004 meeting was held on the Aberri Eguna day (Day of the Basque Nation), and tried to answer the essential question of where must start the work. From this meeting were issued two documents that were the base of two important initiatives: Proposition for the National Construction, and Proposition for the Settlement of the Conflict.

The 2005 meeting aimed to deepen the work: how to do the huge work expressed by both documents? The answer to this question was the document National Plan made by different political and social agents with the same aim: to create a national action plan. The document Basic Democratic Agreement was also signed by 55 social agents. It is a short document that contributes a key to solve the conflict: to consult the Basque citizens so that all the parts involved (both States included) respect the democratic decision of the Basque society.

The 2006 meeting aimed to give priority the main tasks, starting with the reorganization of Udalbiltza (National Assembly of all the Basque elected ones). Concerning it there are two different points of view.

The context of the 2007 meeting.

All the participants agree that we are living now an historical crossroads, so we have to improve the diagnostic and to find a socio-political way to solve the situation. It is time to create a new political scene: the democratic overcoming of the conflict and of its violent expression as well as to get the national sovereignty.

The work made during these four years is not useless: Basque citizens want a settlement of the conflict based on dialogue. But they do not accept false solutions, they claim a definitive settlement of the conflict. In these circumstances, an effort is need to solve the unsolved questions. There is need to increase the social base that make the pressure needed to break the deadlock. One of the basic principles of the Forum is more valid than ever: the need of joint efforts beyond the parties.


The contribution of the last meeting

The aims proposed are:

To bring the analysis of the situation of the Basque Country up to date
To socialize the settlement keys: recognition of individual and social rights; recognition of the Basque Country as a Nation; to admit our right to decide our future, as well as the territorial right. The basic strategic pillars needed to secure the future of our nation are not build nor consolidated yet
To fix the National Plan (composed by 28 projects), and to fix an Yearly Plan according to the potentials of the Forum

The meeting concluded with the firm belief that the Forum has potentials that make it more needed than ever.
